Syracuse, N.Y. -- A storm system will bring welcome rainfall to parched Upstate New York, but it might also make for spooky weather on Halloween night. The National Weather Service predicts heavy rain all day Thursday and into Friday, with 1 to 2 inches of rain falling across much of the region.

In some years, the waters of the equatorial Pacific Ocean are abnormally warm or cool, conditions known as El Nino and La Nina, respectively. This year, there’s a weak La Nina that is likely to fade over the winter, so meteorologists don’t have that key signal to make clearer predictions.
Heavy rain will move through the area on Thursday. Showers will linger on Friday with temperatures holding in the 40s.
Conditions, he said, should be drying out from southern New England to the mid-Atlantic by Friday evening - which could potentially create breezy conditions for trick-or-treaters on Halloween. His advice - bring a rain poncho or umbrella.
