Police officers are seeking public help in identifying a vehicle in a hit and run crash in February after the 52-year-old bicyclist dies from injuries sustained during the incident.
Jaron Starks Jr., 19, allegedly shot Jessica Lipscomb, 36, while she shouted at him as he mowed a neighboring lawn Sept. 4, 2024, according to court documents.
