A flash flood warning was in effect Friday morning for Volusia County as 2-4 inches of rain, more in some places, fell across portions of the area.

"Low-lying property, including homes, businesses and some critical infrastructure, will be inundated," according to the National Weather Service.

The city is exploring the idea of building a second water plant to accommodate rapid growth in the south and to expand a north plant to increase capacity for irrigation.
