PHILADELPHIA — Pennsylvania counties can begin printing and distributing mail ballots after the Pennsylvania Department of State finalized the list of candidates who will appear on the ballot Monday.

For now, mail-in ballots returned without a date on the outside of the envelope will not be counted in Pennsylvania.

Counties such as Lebanon County are now preparing to send the ballots by processing applications, while also preparing for the sorting and counting of those ballots when they are mailed back.

The State Supreme Court declined to rule on the merits of the case, instead finding that the lower court lacked jurisdiction in its decision last month.
