Garlic bulbils develop on the umbel (false seed head) that form on the scape of hard neck varieties. You may notice tiny lilac flowers growing beside the bulbils. Scapes are usually removed to divert energy to the developing bulb. Some bulbils grow along the stalk and are usually bigger than ones that develop on the seed head.
